Accela Expires: wins when present. Accela Expired status is the city record. 180-day clock is extra on live permits without an Accela expire date (last Approved / Approved Unconditionally / Partial + 180 days). Notation, Cancelled, Rescheduled, and Unscheduled do not reset the clock. Lock dates are not expire dates. Unknown = not yet pulled, never invented. Written extensions are commonly described as up to two 90-day extensions — explainer only, not a per-permit count unless a pulled file already has a note.
